Royal Bank of Scotland fined STG5.6m

STATE-RESCUED Royal Bank of the Scotland has been fined more than STG5.6 million ($A9.3 million), mainly for incorrect reporting of transactions over a six-year period.

"The Royal Bank of Scotland has been fined STG5,620,300," the Financial Conduct Authority said.

This was for "incorrectly reporting transactions they made in wholesale markets, and in some instances, failing to report transactions at all," the financial watchdog said in a statement.

RBS was rescued with STG45.5 billion of British taxpayers cash following the 2008 global financial crisis, making it the world's biggest ever banking bailout.

RBS "failed to properly report STG44.8 million transactions between November 2007 and February 2013; and failed altogether to report STG804,000 transactions between November 2007 and February 2012", the FCA said.

The FCA said that many of the problems had been compounded by the bank's takeover of Dutch rival ABN Amro at the height of the market in late 2007 that preceded the global economic crash the following year.

"Effective market surveillance depends on accurate and timely reporting of transactions," said Tracey McDermott, the FCA's director of enforcement and financial crime.

"We have set out clear guidance on transaction reporting, backed up by extensive market monitoring, and we expect firms to get it right."

RBS said it had co-operated full with the regulator over the issue, adding in a statement: "We regret the failings that were uncovered and have subsequently made significant investments to our systems and controls in this area."

Snowden remains at Moscow airport: lawyer

US fugitive intelligence leaker Edward Snowden is still in the transit zone at a Moscow airport and his future plans are uncertain, a lawyer says after meeting him.

"He is staying here... He is here in the transit zone" at Sheremetyevo airport, pro-Kremlin lawyer Anatoly Kucherena told reporters after meeting Snowden inside the area.

His comments dashed expectations that Snowden, who last week applied for asylum in Russia would leave the airport on Wednesday after reports said he would receive a document allowing him free movement.

Kucherena denied that he had been given any such document that would allow him to leave the transit zone as an official asylum seeker.

"As of today, this document has not yet been given (to him)," Kucherena said, adding that the process was being drawn out as this was the "first such situation in Russia".

He said the question of whether and when he would leave the airport was so far "undecided" although Snowden wanted to stay in Russia.

"He is more or less OK, but he is waiting for his question to be solved," Kucherena said.

"So far he does not plan to travel outside of Russia. He thanks Russia for receiving him well."

He said Snowden was starting to learn the Russian language and was planning on remaining in the country.

"He plans to stay in Russia. He plans to study Russian culture," he said. "He does not have so much money but it is enough at this stage."

Firefighters battle blaze on Gulf platform

FIREFIGHTERS are battling a fire on a gas platform off the coast of Louisiana, not far from the scene of the massive 2010 Deep Horizon oil spill disaster.

The fire broke out late on Tuesday aboard the Hercules 265 Rig located some 88km off the Louisiana coast, in the Gulf of Mexico.

The fire ignited after a leak, which prompted the evacuation of the rig's 44 workers, The US Bureau of Safety and Environmental Enforcement says.

"The natural gas leaking from the well ignited at 10.50pm CDT July 23, 2013. No one was on board at the time of the ignition and no one was injured," the bureau said in a statement.

"The source of the ignition is not known at this time."

A firefighting vessel is trying to extinguish the blaze using water and foam.

The US Coast Guard, which is providing safety management oversight, dispatched a 27-metre cutter and crew, a helicopter, and a twin engine aircraft to the scene.

The site operator, Walter Oil and Gas Corporation, will be conducting a site assessment prior to beginning any work on the well.

British energy giant BP reached a $US7.8 billion ($A8.4 billion) settlement last year with thousands of people and businesses hit by the Deep Horizon explosion and oil spill - the worst environmental disaster in US history.

That disaster three years ago killed 11 workers, blackened beaches in five US states and crippled the region's tourism and fishing industries.

Aust house prices reach three-year highs

AUSTRALIAN house prices reached three year highs in the June quarter and look set to keep climbing - and that's without the help of a massive government stimulus package.

National median house prices rose by 2.8 per cent in the June quarter - and 5.4 per cent in the year to June - a level of growth not seen since March 2010, according to the Australian Property Monitors (APM) quarterly housing report.

It was the third consecutive quarterly rise for national house prices.

Unlike the price boom of 2009 and 2010, buying hasn't been driven by the federal government's first home owner boost.

APM senior economist Andrew Wilson said the patchiness seen in the housing market last year is diminishing.

"The usually quieter winter market is set to be one of the hottest on record,"

"Unlike 2009 and 2010, buyer activity and prices growth will be generated by underlying local drivers.

"Buyer activity is set to accelerate through the remainder of 2013 with market momentum and prices clearly on the rise.

The lowest interest rates in decades, rising consumer confidence and generally solid economic conditions had boosted buyer activity over the first half of 2013, he said.

The report said Sydney, Canberra and Perth recorded their highest ever median house prices over the June quarter.

Melbourne house prices recorded the strongest growth for the quarter with a rise of 5 per cent, and 6.1 per cent for the year.

Unit prices are also rising, up 4.9 per cent for the year to June in Sydney, and up 9.3 per cent in Perth.

But in Hobart, unit prices fell 7.3 per cent in the June quarter and 1.4 per cent over the year.

$1 mil worth of cannabis seized in Sydney

MORE than $1 million worth of cannabis has been seized by police during a raid in Sydney's southwest.

Officers found the 360 plants along with hydroponic growing equipment while searching a house in Punchbowl on Wednesday morning.

Light bulbs, transformers, exhaust fans, carbon filters and fertiliser have been taken for forensic testing.

"(The plants) have an estimated potential street value of $1.2 million," police said in a statement.

No one was home when police made the seizures.

Investigations are continuing and police have urged anyone with information to come forward.
